Authorizes and directs the Palm Beach County School Board to pay $1,900,000 to David Abbott, guardian of Carl Abbott, as compensation for injuries sustained when Carl Abbott was struck by a school district school bus on June 30, 2008.

Establishes annual payment structure of $211,111.11 per fiscal year from 2012 through 2019, and $211,111.12 in fiscal year 2020.

Guarantees a minimum payment of $633,333.33 to the guardian if Carl Abbott dies within 3 years of the effective date, otherwise payments cease upon his death.

Limits attorney's fees, lobbying fees, costs, and similar expenses to 25 percent of the total amount awarded under the act.

Designates the $100,000 already paid by the school board under statutory liability limits and this $1,900,000 award as sole compensation for all present and future claims arising from the incident.
