Authorizes the City of North Miami to appropriate and pay $1,611,237.33 to Maricelly Lopez as compensation for the wrongful death of her son, Omar Mieles, resulting from a police officer's negligence in a 2007 vehicle collision.

Compensates Maricelly Lopez individually for loss of support, services, and companionship, and as personal representative of Omar Mieles's estate for medical expenses, funeral expenses, and lost earnings.

Represents the remaining balance of a $1,719,808.63 jury judgment from a March 2010 trial, of which the City of North Miami had already paid $108,571.30.

Limits attorney's fees, lobbying fees, costs, and similar expenses to a maximum of 25 percent of the amount awarded under the act.

Designates the payment as sole compensation for all present and future claims arising from Omar Mieles's death.
