Authorizes and directs the city of Haines City to appropriate $825,094 to Thomas and Karen Brandi as compensation for injuries and damages sustained in a March 26, 2005 vehicle accident involving a Haines City police officer.

Officer Pamela Graham entered an intersection against a red light at speeds exceeding 45 mph and broadsided Thomas Brandi's vehicle; an internal police investigation found her at fault and concluded she was not dispatched to the location.

Thomas Brandi sustained life-threatening injuries including an aortic arch tear, multiple fractures, and severe traumatic brain injury; medical expenses exceeded $156,000 at time of trial with future expenses totaling $903,000.

A jury verdict assessed the city of Haines City 60 percent liable and awarded Thomas Brandi $450,000 for pain and suffering and Karen Brandi $175,000 for loss of consortium, resulting in a net award of $1,084,396 after comparative negligence reduction.

Limits attorney's fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the total amount awarded, with this payment serving as sole compensation for all present and future claims arising from the accident.
