Appropriates $882,322.22 from the General Revenue Fund to compensate Laura Strazza Phillips for injuries sustained in a April 25, 1996 motor vehicle accident involving a Department of Agriculture and Consumer Services transport truck on U.S. 1 in Juno Beach, Palm Beach County.

Directs the Chief Financial Officer to issue a warrant to Laura Strazza Phillips for $882,322.22 from Department of Agriculture and Consumer Services funds in the State Treasury.

Establishes that the $100,000 previously paid by the Department under s. 768.28, Florida Statutes, plus the $882,322.22 appropriated by this act constitute sole compensation for all present and future claims arising from the accident.

Limits attorney's fees, lobbying fees, costs, and similar expenses relating to this claim to a maximum of 25 percent of the appropriated amount.

Takes effect upon becoming a law.
