Amends section 489.537, Florida Statutes, to clarify municipal and county authority over electrical contractor regulations.

Requires one electrical journeyman possessing a municipality or county-issued certificate of competency to be present on industrial or commercial construction sites of 5,000 gross square feet or more when electrical work exceeding 98 volts is performed.

Eliminates previous requirement that the journeyman be a graduate of the Institute of Applied Technology in Construction Excellence or licensed as a journeyman electrician.

Lowers the facility size threshold from 50,000 to 5,000 gross square feet and the voltage threshold from 77 to 98 volts for when a certified journeyman must be present.

Effective date: July 1, 2012.
