Proposes constitutional amendments to make the Commissioner of Education a statewide elected position and Cabinet member, replacing the current appointment system by the Board of Education.

Changes the state board of education to consist of the governor and cabinet members instead of seven governor-appointed members confirmed by the senate.

Adds the Commissioner of Education to the Board of Trustees of the Internal Improvement Trust Fund and Land Acquisition Trust Fund and as a component of the Department of Law Enforcement agency head.

Increases from three to four the number of cabinet members required to declare gubernatorial incapacity to the state supreme court.

Amendments take effect January 6, 2015, but govern the primary election for Commissioner of Education in 2014.
