Amends s. 717.108, F.S. to require utilities to transfer unclaimed deposits (held for more than 1 year after service termination) to the Department of Economic Opportunity.

Directs $500,000 of unclaimed utility deposits to the Ecosystem Management and Restoration Trust Fund in the Department of Environmental Protection for water quality improvements in Silver Springs, specifically targeting nitrate load reduction projects in coordination with Marion County.

Allocates remaining unclaimed deposit balances to the Grants and Donations Trust Fund within the Department of Economic Opportunity to supplement the Low-Income Home Energy Assistance Program for eligible households.

Requires funds for low-income assistance to be administered through existing local provider agencies already managing the Low-Income Home Energy Assistance Program.

Effective date: July 1, 2012.
