Prohibits employers from using job applicants' credit reports or credit history in hiring, compensation, or employment decisions, except for positions with bona fide purposes including managerial, supervisory, fiduciary, trade secret access, or public safety roles.

Exempts financial institutions, credit unions, state-chartered banks, investment advisors, and employers required by federal or state law to check credit from the employment credit check restrictions.

Provides aggrieved employees remedies including declaratory judgment, actual damages, and court costs, with courts able to require plaintiffs to post bond if actions are determined frivolous or harassing.

Prohibits insurers from using credit reports or credit scores in making rating determinations for insurance policies, effective July 1, 2012.

Adds refusal to insure based on credit reports or credit scores to the list of unfair insurance practices under Florida law.
