Exempts students from nonresident tuition at state universities and Florida College System institutions beginning fall 2012 if they attended high school in Florida for 3 or more years (consecutive or nonconsecutive) and graduated or earned high school equivalency diploma.

Requires exempt students to be registered or currently enrolled as entering students at eligible institutions.

Excludes nonimmigrant aliens as defined by federal law (8 U.S.C. s. 1101(a)(15)) from the exemption.

Requires students without lawful immigration status to file an affidavit confirming they have filed or will file an application to legalize immigration status once eligible.

Directs the Board of Governors to adopt regulations and State Board of Education to adopt rules for administering the exemption; effective July 1, 2012.
