Proposes constitutional amendments to abolish the Constitution Revision Commission, scheduled to convene in 2017, and the Taxation and Budget Reform Commission, scheduled to convene in 2027.

Removes language from Article II, Section 5 allowing state officers to serve on the Constitution Revision Commission and Taxation and Budget Reform Commission.

Eliminates the entire text of Article XI, Section 2 describing the composition, procedures, and authority of the Constitution Revision Commission (37 members appointed by governor, legislature, and chief justice).

Eliminates the entire text of Article XI, Section 6 describing the composition, procedures, and authority of the Taxation and Budget Reform Commission (25 members appointed by governor and legislature).

Preserves the Legislature's power to propose constitutional amendments and the people's power to propose initiatives and call constitutional conventions.
