Prohibits public employers from inquiring about or considering an applicant's criminal history record until the applicant has been selected for an interview.

Defines "applicant" as a person who has submitted a written application for a position with a public employer.

Defines "public employer" as state agencies, political subdivisions, or instrumentalities wholly owned by state agencies or political subdivisions.

Allows public employers to notify applicants that a law or the employer's policy may disqualify them from employment in a particular position.

Exempts law enforcement agencies and correctional agencies from these restrictions; effective July 1, 2012.
