Eliminates the statewide septic tank evaluation program that required property owners to have systems evaluated every 5 years, including procedures, criteria, and the January 1, 2016 implementation deadline.

Removes the $15-$30 evaluation report fee that was previously collected for 5-year septic system evaluations and the associated grant program for repair of failing systems.

Deletes legislative intent language stating the department should administer an evaluation program to assess operational condition and identify system failures.

Repeals the grant program established under section 381.00656 for repair of onsite sewage treatment disposal systems.

Retains all other septic system regulations including permit requirements, contractor licensing, enforcement procedures, and the prohibition on land application of septage effective January 1, 2016.
