Permits electors to submit a written declaration, verified under Florida statute 92.525, to establish freeholder status and voting qualification instead of requiring a sworn affidavit made before an inspector.

Requires the written declaration to affirm that the elector is a freeholder who is a qualified elector residing in the county, district, or municipality where the election or referendum is held.

Allows registered electors submitting the written declaration with a legal description, address, or location of property in their name (not wholly exempt from taxation) to vote in freeholder-limited elections or referendums.

Maintains that counties, districts, or municipalities conducting freeholder elections or referendums shall bear the actual costs.

Establishes that persons who vote in freeholder-limited elections without being a freeholder and qualified elector commit a misdemeanor of the first degree.
