Amends driver improvement school curricula requirements to include instruction on risks associated with using handheld electronic communication devices while operating a motor vehicle.

Modifies section 318.1451 to require the Department of Highway Safety and Motor Vehicles to consider handheld device risks when approving driver improvement courses.

Updates section 322.0261 to incorporate handheld device awareness into driver improvement course content reviewed by the department.

Requires section 322.095 traffic law and substance abuse education courses for driver's license applicants to include instruction on handheld electronic device risks while driving.

Takes effect July 1, 2012.
