Establishes definitions and requirements for lawyer referral services and medical referral services that advertise to motor vehicle accident victims in Florida.

Requires all advertising by medical or lawyer referral services related to motor vehicle accidents to clearly disclose service locations, prohibit false or misleading claims, ban use of public safety officer imagery without written consent, and include disclaimers for testimonials and past results.

Mandates lawyer referral services file advertisements with The Florida Bar accompanied by a sworn affidavit confirming compliance with Florida Bar advertising rules, and must display a prominent statement that "Lawyers may pay this service for referrals" and that the service is not licensed to provide legal services.

Requires referring entities to provide written disclosure of any financial relationships with referred medical clinics, health care providers, or law firms, and prohibits lawyer referral services from requiring participation in recommending specific providers.

Establishes civil penalties of $1,000 for first violations and $5,000 for subsequent violations, allows injured persons to recover attorney's fees and 25 percent of penalties, and makes knowing violations a second-degree misdemeanor; takes effect July 1, 2012.
