Department of Education shall contract with an out-of-state entity to study and review the Florida Education Finance Program and recommend improvements.

External entity must review the current funding distribution formula and recommend changes to ensure equity among school districts, considering each district's varying characteristics and student populations.

Department shall submit study results to the Governor, President of the Senate, and Speaker of the House by January 1, 2013.

$100,000 in nonrecurring funds appropriated from the General Revenue Fund for fiscal year 2012-2013, with any unexpended balance reappropriated for fiscal year 2013-2014.

Effective date is July 1, 2012.
