Expands the definition of "blighted area" under Florida's community redevelopment law to include land previously used as a military facility and adjacent to a county-owned zoological park.

Adds an alternative pathway for designating an area as blighted: areas meeting at least one of the existing blighted area factors can be designated if all applicable taxing authorities agree through interlocal agreement, agency agreement, or resolution.

Clarifies grammatical language in the statute regarding agreement mechanisms for determining blighted status.

Effective date: July 1, 2012.
