Removes October 1, 2004 and January 1, 2005 deadline dates for Department of Education to select and implement a common student assessment instrument for measuring learning gains and progression in juvenile justice education programs.

Requires Department of Education to submit an annual status report to the Legislature detailing results of student assessments for learning gains and progression in juvenile justice education programs.

Requires the annual report to include details about the methodology the Department of Education uses to ensure student performance data is complete and reliable.

Takes effect July 1, 2012.
