Renames the "Florida Service-Disabled Veteran Business Enterprise Opportunity Act" to expand eligibility to include wartime veterans and veterans of periods of war, not just service-disabled veterans.

Defines "wartime veteran" to include those who served 90 or more days during a period of war, were discharged for service-connected disability, or served 90 consecutive or aggregate days across multiple war periods.

Requires state agencies to award contracts to certified veteran business enterprises when bids are equal on price, quality, and service, with preference given to the business with the smallest net worth if multiple veteran-owned businesses compete.

Requires certification applicants to provide documentation of wartime service from the U.S. Department of Veterans Affairs or Department of Defense and notify the Department of Management Services of ownership or management changes within 30 business days.

Effective July 1, 2012.
