Establishes criminal penalties for engaging in licensed security work without a license: first-degree misdemeanor for initial offense, third-degree felony for second or subsequent offenses, with civil penalties up to $10,000.

Provides 90-day grace period after license expiration during which unlicensed activity does not incur penalties.

Creates enhanced criminal penalties for impersonating licensed security officers, private investigators, or recovery agents: third-degree felony if forcing another to assist, second-degree felony if during commission of a felony, and first-degree felony if resulting in death or serious bodily injury.

Authorizes Class "G" licensed security officers and managers on duty at critical infrastructure facilities to temporarily detain persons suspected of committing crimes, notify law enforcement, and search for weapons if necessary.

Defines "critical infrastructure facility" to include chemical plants, refineries, power plants, water treatment facilities, natural gas terminals, telecommunications offices, ports, and public transportation facilities that employ security measures and are deemed vital by state or federal authority.
