Requires Public Service Commissioners to observe and abide by the Code of Judicial Conduct in docketed proceedings, with violations subject to suspension or removal by the Governor.

Replaces "ex parte communications" terminology with "prohibited communications" and expands restrictions to include communications with commissioners' direct reporting staff (chief advisors and executive assistants).

Mandates that communications between commissioners and regulated utility representatives be posted on the PSC website within 72 hours, with 72-hour advance notice required on the website before meetings or calls occur.

Extends post-service restrictions for former commissioners and commissioners' direct reporting staff from 2 to 4 years, prohibiting them from appearing before the commission, lobbying the legislative or executive branch on behalf of regulated industries, or accepting employment from regulated entities.

Changes Public Counsel reconfirmation interval from biennially to every 4 years.
