Eliminates the mandatory statewide septic tank evaluation program that was scheduled to begin July 1, 2011, including the requirement for system owners to have evaluations every 5 years.

Repeals the grant program that provided financial assistance to low-income homeowners (those at or below 133% of federal poverty level) for inspecting, pumping, repairing, or replacing failing septic systems.

Removes the evaluation report fee ($15-$30) that was collected under the previous evaluation program and eliminated the associated $1-$5 portion dedicated to funding the repair grant program.

Updates cross-references in the fee schedule and research funding provisions to reflect the elimination of evaluation-related fees and procedures.

Maintains the department's authority to regulate onsite sewage systems through permitting, inspection, and enforcement while streamlining regulatory requirements.
