Defines "utility worker" as a person employed by or under contract with an entity that owns, operates, or controls facilities for generating, transmitting, or distributing electricity, natural gas, water, steam, sewage, telephone, or communications services.

Reclassifies assault or battery committed against a utility worker while performing lawful duties to the same felony/misdemeanor levels as offenses against law enforcement officers, firefighters, and emergency medical care providers.

Amends sections 901.15, 943.051, 985.11, and 985.644 to include utility workers in provisions related to arrest authority, fingerprinting requirements, and background screening for personnel working with children.

Updates the Criminal Punishment Code offense severity ranking chart to reflect that assault and aggravated assault on utility workers are classified at the same severity levels as similar offenses against law enforcement officers and firefighters.

Effective date: July 1, 2012.
