Increases child restraint device requirement age from 5 years to 7 years or younger and less than 4 feet 9 inches in height, effective January 1, 2013.

Specifies approved restraint devices: separate carriers for children aged 3 years and younger; separate carriers, integrated child seats, or booster seats for children aged 4-7 years.

Allows courts to dismiss first-violation charges upon proof that a federally approved child restraint device has been purchased or obtained.

Provides exceptions to restraint requirements for emergency situations and children with medical conditions documented by a health professional.

Establishes a grace period from July 1, 2012 to December 31, 2012 during which law enforcement officers shall issue warnings and educational materials rather than citations for violations of the new requirements.
