Creates the "Graham Compliance Act" allowing juvenile offenders sentenced to life imprisonment for nonhomicide offenses to petition for resentencing after serving a minimum of 25 years.

Requires juvenile offenders to have no disciplinary reports for at least 3 years before being eligible for a resentencing hearing.

Courts must consider 11 specified factors when determining if a juvenile offender has demonstrated maturity and reform, including age at time of offense, remorse, educational achievements, and risk to society.

Offenders granted resentencing must be placed on probation for at least 5 years; probation violations result in revocation and loss of future resentencing eligibility.

Offenders denied resentencing at initial hearing become eligible for subsequent resentencing hearings every 7 years thereafter.
