Prohibits the Department of Highway Safety and Motor Vehicles from copying or retaining verification documents (proof of identification, social security number, residence, or citizenship) submitted by U.S. citizens for driver's license or identification card issuance, renewal, reinstatement, or modification.

Requires the department to securely destroy all verification documents obtained from U.S. citizens by September 11, 2012, and allows citizens with existing valid licenses or identification cards to renew without providing additional proof of identity.

Exempts citizens who have held a valid Florida driver's license or identification card for at least 10 years from submitting proof of residence address during renewal.

Prohibits the department from using national or international photograph standards, incorporating RFID or electronic tracking devices on licenses or cards, or obtaining fingerprints or biometric DNA from U.S. citizens.

Allows individuals whose residential address is protected from disclosure by law to use a nonresidential address on their driver's license or identification card; exempts noncitizens from these restrictions on document copying and retention.
