Authorizes parking enforcement specialists or agencies, in addition to law enforcement officers, to validate compliance and issue affidavits for disabled parking permit violations, allowing fines to be waived upon proof of valid permit or owner presence.

Requires applicants renewing or replacing disabled parking permits to provide a certificate of disability issued within the last 12 months, effective October 1, 2012.

Prohibits individuals from applying for a new disabled parking permit for 4 years after a second finding of guilt or plea of nolo contendere for fraudulent or unlawful use of such permits.

Requires the Department of Highway Safety and Motor Vehicles to randomly review disabled parking permitholders at least every 6 months to verify validity, check death records, review confiscation history, and promptly invalidate permits of deceased holders.

Directs the department to establish a means for the public to report disabled parking permit abuse through telephone hotline, online form, or mail.
