The Office of Program Policy Analysis and Government Accountability (OPPAGA) shall conduct a study to determine the minimum per-student funding needed to meet Florida's constitutional requirement for an adequate, uniform, efficient, safe, secure, and high quality system of free public schools.

The minimum funding amount shall be calculated as a statewide average for basic education programs serving kindergarten through grade 12 students.

OPPAGA must submit its findings and funding determination to the President of the Senate and the Speaker of the House of Representatives by December 1, 2012.

The act takes effect July 1, 2012.
