Creates the "Highway Safety Act" establishing legislative intent to reduce road rage and aggressive careless driving through traffic regulation amendments.

Defines "road rage" as intentionally or unintentionally injuring, killing, or threatening to injure or kill another driver, passenger, bicyclist, or pedestrian due to loss of emotional control.

Requires drivers on multilane highways to yield the left lane when being overtaken by faster-moving vehicles, with exceptions for speed limit compliance, active passing, traffic conditions, safety concerns, law enforcement direction, and left turns.

Increases the threshold for aggressive careless driving from two to three simultaneous or successive traffic violations and adds a new violation for "failing to yield to overtaking vehicles."

Imposes increased fines for aggressive careless driving ($100 for first violation, $250-$500 for subsequent violations) with revenues directed to the Emergency Medical Services Trust Fund and Highway Safety Operating Trust Fund for trauma centers and EMS organizations.

Requires mandatory hearings for second or subsequent aggressive careless driving infractions and mandates driver's license educational materials include Highway Safety Act information.
