Revises the definition of "continuing contract" to allow contracts with no time limitation (previously required fixed term), provided a termination clause is included.

Adds "best value selection" as a new procurement method allowing agencies to select firms based on greatest overall benefit, with compensation weighted at no more than 50 percent of total evaluation criteria.

Permits agencies to reject any or all submissions in response to public announcements and allows awarding contracts to multiple firms under competitive negotiation.

Requires each agency to adopt rules for best value selection procedures that include: public solicitation with evaluation criteria, initial proposal evaluation based on qualifications (not compensation), and a two-stage process evaluating qualifications first, then compensation proposals.

Grants agency heads authority to negotiate directly with firms during declared states of emergency under Florida Statutes section 252.36.
