Establishes the "Deaf and Hard-of-Hearing Children's Educational Bill of Rights" recognizing that hearing loss affects basic communication and educational development.

Declares that deaf and hard-of-hearing children should have access to quality communication in their preferred language (American Sign Language, spoken English, or auditory-oral) both in and out of the classroom.

Requires the Department of Education to develop a model communication plan to be included in individual education plans for deaf and hard-of-hearing students, addressing their unique communication needs and family culture preferences.

Encourages state agencies, institutions, and political subdivisions to develop recommendations ensuring deaf and hard-of-hearing children receive appropriate educational placement, trained personnel, peer interactions, and access to all school activities.

Mandates the Department of Education disseminate the communication model to all school districts and provide training as determined necessary.
