Creates section 260.0144, Florida Statutes, authorizing the Department of Environmental Protection to enter into concession agreements with not-for-profit entities and private businesses for commercial sponsorship displays on state greenways and trails.

Limits sponsorship signage to one large sign (16 square feet maximum) at each trailhead or parking area and one small sign (4 square feet maximum) at each designated trail public access point, with all signs requiring department approval.

Specifies seven state trails eligible for initial sponsorships: Florida Keys Overseas Heritage Trail, Blackwater Heritage Trail, Tallahassee-St. Marks Historic Railroad State Trail, Nature Coast State Trail, Withlacoochee State Trail, General James A. Van Fleet State Trail, and Palatka-Lake Butler State Trail.

Requires the concessionaire to pay all development, construction, installation, operation, maintenance, and removal costs, with concession agreements lasting a minimum of one year and terminable by the department for just cause with 60 days' notice.

Directs 85 percent of concession agreement proceeds to the appropriate department trust fund for greenway and trail management, and 15 percent to the State Transportation Trust Fund for the Traffic and Bicycle Safety Education Program and Safe Paths to School Program.
