Creates the Florida Veterans' Hall of Fame Council within the Department of Veterans' Affairs as a seven-member advisory council, with all members required to be honorably discharged veterans and at least four from congressionally chartered veterans service organizations.

Establishes staggered council terms with initial appointments of 4-year terms for members appointed by the Governor, Attorney General, Chief Financial Officer, and Commissioner of Agriculture, and 2-year terms for members appointed by the President of the Senate, Speaker of the House, and Department of Veterans' Affairs executive director.

Transfers nomination and selection responsibilities for the Florida Veterans' Hall of Fame from the Department of Veterans' Affairs to the newly created council, which will submit up to 20 nominees annually to the Governor and Cabinet for final induction decisions.

Designates August 7 of each year as "Purple Heart Day" in Florida to honor those wounded or killed while serving in the United States Armed Services, with the Governor authorized to issue an annual proclamation.

Takes effect July 1, 2012.
