Expands the confidentiality exemption for ethics complaints to include "determinations of legal sufficiency" to conduct investigations of alleged breaches of public trust under the Code of Ethics.

Exempts proceedings related to legal sufficiency determinations from public meeting requirements under Florida's Sunshine Law and Administrative Procedure Act.

Authorizes the Commission on Ethics and local ethics commissions to share investigative information with criminal investigative agencies without violating confidentiality requirements.

Extends the sunset review date for these exemptions from October 2, 2015 to October 2, 2017, requiring legislative reenactment to continue the exemptions.

Takes effect July 1, 2012, contingent on adoption of companion legislation (Senate Bill number not specified) in the same legislative session.
