Rescinds and withdraws House Joint Resolution 381 from the 2011 Regular Session, which proposed constitutional amendments related to ad valorem taxation and homestead property assessments.

Prevents the proposed amendments to Sections 4 and 6 of Article VII and Section 27 of Article XII, and the creation of Sections 32 and 33 of Article XII of the State Constitution from being submitted to voters in the 2012 presidential preference primary or general election.

Directs the Secretary of State to withhold House Joint Resolution 381 (2011) from the ballot.

Takes effect only upon adoption of Senate Joint Resolution 314 or similar legislation by the Legislature.
