Creates Section 430.5025, Florida Statutes to establish a public education program on memory impairment screening and early diagnosis of Alzheimer's disease, administered by the Department of Elderly Affairs.

Establishes a memory-impairment screening grant program that awards grants to public and nonprofit entities providing services to individuals with Alzheimer's disease, with preference given to applicants with experience in memory screening and those providing matching funds.

Requires grant recipients to submit annual evaluations to the department describing activities and effectiveness in promoting early detection of memory impairment.

Allows the department to set aside up to 15 percent of appropriated funds to provide grantees with technical support for developing and evaluating memory-impairment screening programs.

Amends Sections 400.1755, 400.6045, and 429.178 to allow employees and direct caregivers trained in Alzheimer's care to transfer between different types of facilities (nursing homes, assisted living facilities, hospices, home health agencies, and adult day care centers) without repeating training, provided they comply with continuing education requirements.

Implementation of the public education program operates within existing departmental resources; the screening grant program is contingent on state appropriations or private resources becoming available.
