Creates a 21-member Statewide K-12 Education Commission within the Department of Education with 4-year terms: 4 members appointed by the Governor, 4 by the Senate President, 4 by the House Speaker, and 9 by the State Board of Education.

Requires at least 11 commission members to be current public school employees distributed across small, medium, and large districts, with instructors representing elementary, middle, high schools, and higher education institutions.

Designates the remaining 10 members from retired educators, parents, non-public and charter school employees, education advocates, administrators, and school board members.

Directs the commission to review all aspects of state education delivery including administration, assessment, budget, curriculum, facilities, student involvement, and teacher support, meeting at least four times per year.

Requires the commission to submit annual reports to the Governor, Legislature, and State Board of Education beginning June 1, 2013, with recommendations for improving the state education system.
