Agency for Health Care Administration shall conduct a study evaluating medical necessity, efficacy, and costs of requiring health insurers and HMOs to cover cranial-skull-molding orthotics and therapies for deformational or positional plagiocephaly.

Study shall assess gaps in coverage for medically necessary plagiocephaly treatment in small and large group insurance markets, and evaluate Medicaid and Children's Medical Services Program coverage types and costs.

Agency may contract with actuaries and health insurance experts to assist in evaluating coverage necessity and costs.

Agency shall report findings and recommendations on mandating insurance coverage for plagiocephaly treatment to the President of the Senate and Speaker of the House by January 1, 2013.

Appropriates $25,000 in nonrecurring funds from the Insurance Regulatory Trust Fund to the Office of Insurance Regulation for fiscal year 2012-2013 to fund the study.
