Creates a special instant scratch-off lottery game titled "Ticket for the Cure" to run from January 1, 2013 through December 31, 2018.

Directs net revenues from the game to state universities with medical research facilities for breast cancer research and services for low-income, uninsured breast cancer victims.

Defines "net revenue" as total ticket sales minus prize payouts and actual administrative expenses, and "research" to include detection, prevention, screening, and treatment of breast cancer including clinical trials.

Prohibits use of funds for institutional, organizational, or community-based overhead costs, indirect costs, or levies.

Takes effect July 1, 2012.
