Establishes the "Edward Jr. and Rachel Bullard Act" and expands focus from Sudden Infant Death Syndrome (SIDS) to include all Sudden Unexpected Infant Deaths (SUID) that may result from natural, accidental, or criminal causes.

Requires emergency medical technicians, paramedics, firefighters, and law enforcement officers to receive training on SUID recognition and appropriate responses to infant deaths and grieving families.

Directs the Medical Examiners Commission to develop and implement standardized protocols for medical and legal investigation of sudden unexpected infant deaths, including scene investigation requirements and tissue sampling criteria.

Removes specific autopsy requirements and timelines while clarifying that sudden unexpected deaths of infants under 1 year of age fall under medical examiner jurisdiction.

Requires the Department of Health to maintain a database of SUID statistics, collaborate on training programs, and coordinate with Florida SIDS Alliance and fetal/infant mortality review committees; effective July 1, 2012.
