Authorizes district school boards to establish policies allowing commercial advertisements on school bus exteriors, with advertisers required to reimburse all costs including retrofitting, storage, attachment, and maintenance.

Prohibits advertisements for alcohol and tobacco products, discriminatory content, sexual material, political campaigns, false or misleading claims, and material that is not child and community sensitive.

Limits advertisements to maximum 2 feet high by 6 feet long, with no more than two advertisements per bus; prohibits signage that extends from the bus, covers damage, interferes with doors/windows, is placed on emergency doors or bus back, or is digital/electronic.

Requires school buses with advertisements to meet all standard equipment requirements and mandates buses in violation be withdrawn from service until compliance is achieved.

Allocates advertising revenue to school districts with 50 percent for transportation, 25 percent for district-determined programs, and 25 percent to school district foundations for endowment creation.
