Expands the definition of "blood establishment" to include entities using mobile units and defines "volunteer donor" as a person who receives no remuneration except incentives for blood donations.

Prohibits local governments from restricting access to public facilities for blood collection based on whether the blood establishment is for-profit or not-for-profit, and prohibits blood establishments from basing service fees solely on the nonprofit or for-profit status of purchasing entities.

Requires blood establishments collecting from volunteer donors to disclose on the Internet information including collection procedures, annual unit distributions, conflict-of-interest policies, and financial statements; violations subject to civil penalties up to $10,000 per year.

Exempts blood establishments manufacturing only specific prescription drugs from requiring a prescription drug manufacturer permit, and permits blood establishments to obtain a restricted prescription drug distributor permit to distribute blood-related drugs and derivatives to health care entities.

Effective July 1, 2012.
