• Amends Florida law governing game promotions to add new regulations for electronic devices and computer terminals with video display monitors used in game promotions.

• Requires operators of electronic game promotions to file certification from an independent testing laboratory confirming the software operates games with preconfigured finite pools, allows participation without purchase, and does not use video displays to determine results.

• Establishes an annual nonrefundable terminal fee of $100 per electronic device or computer terminal, with fees remitted to the Department of Revenue for deposit into the General Revenue Fund.

• Prohibits electronic gaming devices from dispensing coins or currency, requires specific signage stating video displays are for amusement only and do not determine results, and restricts exterior advertising to the consumer product or service sold on the premise.

• Authorizes counties and municipalities to adopt ordinances regulating or prohibiting future electronic game promotion operations; effective July 1, 2012.
