Removes requirement that bicycle operators keep at least one hand on the handlebars while operating a bicycle.

Clarifies that bicycle operators traveling slower than traffic must ride in a bicycle lane or near the right curb/edge except when overtaking, turning left, or avoiding unsafe conditions including turn lanes and substandard-width lanes.

Establishes enforcement procedures for bicycle lighting equipment violations, allowing law enforcement to issue warnings or citations assessed as pedestrian violations under s. 318.18, with first-time violations dismissible upon proof of equipment purchase and installation.

Amends cross-references in s. 316.2397 and s. 322.27 to conform to changes made by the act, including clarification that bicycle lamps authorized under s. 316.2065 may flash.

Takes effect July 1, 2012.
