Amends Florida law to define "original ticket seller" as any person making admission tickets available for initial public sale, including venue operators, event sponsors, promoters, sports teams, and their agents.

Requires original ticket sellers to provide advance public notice of ticket policies for events in publicly-funded facilities, including event details, total tickets available, public sale quantities, prices with all fees, on-sale dates, sales outlets, and refund policy.

Establishes minimum consumer protection standards for publicly-funded venue events, including a toll-free customer service number and a refund policy providing full reimbursement (including all fees) when events are canceled, tickets are counterfeit, or tickets fail to be delivered before the event.

Prohibits original ticket sellers from imposing resale restrictions on event tickets, requiring non-resale agreements, taking legal action against resellers, penalizing purchasers who resell, using technological barriers to prevent resale, or imposing price limits on resold tickets.

Violations of these requirements constitute violations of the Florida Deceptive and Unfair Trade Practices Act; exemptions apply to free charitable events and not-for-profit educational institutions with respect to complimentary tickets distributed to students, faculty, and booster club members.
