Authorizes separate legal entities created under Florida's Interlocal Cooperation Act with member public agencies in at least five counties (of which at least three are non-contiguous) to conduct public meetings and workshops using communications media technology.

Requires meeting or workshop notices to state that communications media technology will be used, specify how interested persons may attend, and provide a location where such technology is available.

Establishes that participation by officers, board members, or representatives through communications media technology counts as their presence at the meeting or workshop.

Defines "communications media technology" as conference telephone, video conference, or other technology allowing all attendees to audibly communicate with one another.

Effective date: July 1, 2012.
