Requires litigants in Florida courts, the Division of Administrative Hearings, and the Office of the Judges of Compensation Claims to pay a surcharge if filing paper documents instead of electronically filing required documents.

Surcharge equals 3.5 percent of the cost of electronic filing for each paper document filed.

Exempts litigants determined to be indigent under section 27.52, Florida Statutes, from paying the surcharge.

Takes effect July 1, 2012.
