Prohibits operating a motor vehicle while manually typing or entering characters into a wireless communications device or reading/sending text-based messages for nonvoice communication (texting, emailing, instant messaging).

Exempts emergency responders, those reporting emergencies, drivers receiving vehicle navigation or safety alerts, and those using voice-based communication without manual text entry.

Establishes first violation as a noncriminal nonmoving traffic infraction; second or subsequent violations within 5 years as a moving violation.

Restricts enforcement to secondary actions only, meaning officers may only cite for texting while driving if the driver was detained for another traffic violation.

Adds 6 points to driver's license for unlawful wireless device use resulting in a crash and 2 points for such violations within school safety zones.
