Creates section 849.162, the "Simulated Gambling Prohibition and Community Protection Act," prohibiting design, promotion, or operation of simulated gambling devices for conducting game promotions, drawings, raffles, or games of chance; violations are third-degree felonies.

Defines "simulated gambling device" as electronically or mechanically operated machines displaying simulated gambling on a screen, including reel games, video poker, bingo, sweepstakes, or random chance matching games.

Amends section 849.0935 to prohibit charitable and nonprofit organizations from using simulated gambling devices or operator-controlled devices in drawings by chance; violations are first-degree misdemeanors.

Amends section 849.094 to prohibit commercial operators from conducting game promotions through simulated gambling devices or operator-controlled machines; limits Department of Agriculture rulemaking authority to prevent authorization of prohibited devices.

Expands the definition of slot machines in section 849.16 to include computer networks and systems activated by codes, account numbers, or remote activation methods; adds violations of simulated gambling device provisions to racketeering activity definition.
