Expands the definition of "victim" eligible for criminal restitution to include trade associations representing owners or lawful producers of recordings who suffer losses from physical piracy.

Requires crime victims to grant trade associations written authorization to represent their interests in criminal proceedings and collect restitution on their behalf.

Limits the restitution obligation for trade associations to violations involving sale or possession for sale of physical articles only, explicitly excluding electronic articles and digital files distributed online.

Defines "trade association" as an organization founded and funded by businesses operating in a specific industry to protect their collective interests.

Takes effect October 1, 2012.
